In libexpat fix denial of service due to NULL dereference and
infinite loop.  CVE-2026-32776 CVE-2026-32777 CVE-2026-32778

Apply by doing:
    signify -Vep /etc/signify/openbsd-77-base.pub -x 030_expat.patch.sig \
        -m - | (cd /usr/src && patch -p0)

And then rebuild and install libexpat:
    cd /usr/src/lib/libexpat
    make obj
    make
    make install
